Luffy was the first of the Straw Hat statues placed across Kumamoto as part of the recovery project after the 2016 Kumamoto earthquakes. Eiichiro Oda is from Kumamoto, and each crew member was placed in a town that was hit hard by the quake.
This is the easiest statue to reach and the natural starting point for the full route. The Prefectural Office grounds are open and free to visit.
Pair it with: Chopper at the Kumamoto City Zoo (a short tram ride away) on the same morning.
